Police: West Palm woman told Palm Tran driver she put bomb on bus

A West Palm Beach woman was arrested Friday morning after claiming she left a bomb on a Palm Tran bus, according to an arrest report.

Nancy Dekenipp Russell faces a charge of falsely reporting a bomb threat. Russell, 46, was ordered released from the Palm Beach County Jail Sunday without bond.

A Palm Tran bus driver told West Palm Beach police that Russell, carrying two small backpacks, got into an argument with a rider over cigarettes, the report said. When Russell got into a second argument over cigarettes, she was ordered off the bus by the driver.

“My husband is an ATF agent and I put a bomb on the bus,” Russell allegedly told the driver as she stepped off bus.

The bus was checked and no explosive device was found, the report said.

 


West Palm police: Man beats girlfriend, sets apartment on fire

A West Palm Beach man is being held without bond at the Palm Beach County Jail after he allegedly beat up his girlfriend and then tried burn down her apartment, according to an arrest report.

Frantz Junior Cade is facing charges of first-degree arson in a dwelling with people present and domestic battery.

The alleged incidents took place Feb. 25 and began when Cade, 36, grabbed the 28-year-old female and slammed her against a wall outside their apartment complex, the report said. Cade allegedly choked the woman and punched her several times in the head before swinging her to the ground while holding on to her hair.

Cade dragged the woman on the ground by her hair before releasing his grip and making his way to their apartment, the report said.

Witnesses told West Palm Beach police that they saw Cade enter the apartment and throw an unknown liquid from a plastic bottle inside before fleeing the scene as smoke drifted out of the apartment.

Firefighters found a bed on fire but managed to contain the blaze to one bedroom. The report states that apartments nearby were occupied when the fire was set.

The woman sustained a bruise to her left hip and cuts to her right ankle, the report said.

Cade and the woman had been living together for a year, according to the report.

Records show that Cade has been arrested in Palm Beach County dozens of times since 1997 and was handed a one-year prison sentence in September 2010 for various charges, including resisting arrest with violence and carrying a concealed weapon.

A West Palm Beach man was arrested Sunday after he allegedly left a woman with two black eyes and smeared dog feces on her face, according to an arrest report.

Michelot Noel is facing charges of battery, false imprisonment and grand theft. Noel was released from the Palm Beach County Jail on Tuesday after posting a $6,500 bond.

The alleged attack took place March 3 in the presence of 3- and 6-year-old children, the report said. When a West Palm Beach police officer accompanied a Florida Department of Children and Families investigator on March 17 to look into the incident, he found the victim with “two healing black eyes.”

The woman told police that Noel came home intoxicated and an argument ensued. Noel allegedly told the children, “Watch what I do to (the victim)” before dragging her by the hair into a bathroom while punching and kicking her, the report said.

While in the bathroom, Noel grabbed a sock and used it to smear dog feces on the woman, according to the report.

The woman tried to jump out a third-story window, but was dragged back into the bathroom by Noel, the report said. Noel allegedly took the woman’s cellphone so that she could not call police.

The woman left the home the next day when Noel went to work. On March 7, the woman filed for a restraining order but rescinded it the next day in the hope that she and Noel “could work it out for the family,” the report said.

A Pahokee woman remained in the Palm Beach County Jail late Thursday after she allegedly set a building on fire Wednesday, then was picked up by her mother outside the burning structure, according to an arrest report.

Marqwetta Scott is facing a charge of first-degree arson in a building with people present and is being held in lieu of $15,000 bail.

Scott, 32, allegedly walked into a multifamily building on the 100 block of Booker Place in Pahokee that is used by homeless people with a bundle of paper in her hands, witnesses told the Palm Beach County Sheriff’s Office.

Scott was then seen leaving the building without the bundle and a fire was discovered in a bedroom inside the structure, the report said.

When a witness asked Scott why she set the building on fire, she “simply laughed,” according to the report.

Fire investigators ruled the blaze was intentionally set.

Scott’s mother told deputies that on the night of the fire, she was contacted by a neighbor and was told to pick up her daughter “as she had just set a building on fire,” the report said.

Scott’s mother said her daughter admitted to setting the fire. But Scott denied starting the fire to deputies, the report said.

Three Riviera family members arrested after alleged attack

A Riviera Beach mother along with her adult son and daughter were arrested Monday after they and other family members allegedly attacked two men, according to an arrest report.

Facing the most serious charges is Tyreek Darrien Waller, who allegedly pulled a gun on one man. Waller, 22, was arrested on charges of aggravated assault with a deadly weapon without intent to kill, battery and disorderly conduct. He was released from the Palm Beach County Jail after posting a $16,000 bond.

His 47-year-old mother, Leslie C. Waller, is facing charges of aggravated battery and disorderly conduct. Leslie Waller was released from jail after posting a $2,000 bond.

Tiara Waller, 18, is facing charges of simple battery and disorderly conduct, according to the arrest report. She was brought to the Riviera Beach police station and released with a notice to appear in court, the report said.

The Wallers allegedly attacked the men because one of them is dating the girlfriend of a family member, who is incarcerated, the report said. When the men accompanied the woman to the Waller’s home Monday to drop off the incarcerated man’s baby, they were approached by Tyreek Waller, who was allegedly carrying a gun, police said.

The arrest report said that Tyreek Waller felt “disrespected” by the woman bringing her new boyfriend to the house.

While Tyreek Waller held one man at gunpoint, his mother and sister struck the man with kicks and punches, the report said. The second man was also assaulted and hit in the face by a weight belt swung by Leslie Waller, witnesses said.

When Riviera Beach police arrived, both men’s faces were bloody and swollen. Other Waller family members who had been involved in the beatings left the scene before police showed up the report said.

Police were forced to remove Tyreek Waller from the scene quickly after a “very unruly crowd” formed because of his “cursing and acting belligerent,” the report said.

Leslie Waller allegedly admitted while sitting in a holding cell that, “Yeah, I hit him with that weight belt.”

A suburban Lake Worth man is being held at the Palm Beach County Jail on $45,000 bail after he allegedly rammed a vehicle into a house and palm trees while chasing a man, according to a probable-cause affidavit made public Tuesday

Claudy Toussaint, 36, is facing charges of aggravated battery, aggravated battery using a deadly weapon and false imprisonment.

The incident took place at about 3 p.m. Monday on the 5800 block of Westfall Road, north of Lantana Road between Jog Road and Military Trail west of the city, after Toussaint and another man allegedly began to argue, the report said.

When the man tried to take cover behind some small palm trees, Toussaint allegedly tried to run him over with his Cadillac.

The victim then ran into the house. But that didn’t stop Toussaint.

The report said he smashed his vehicle into a wall of the house, causing it to crumble. The airbags deployed in the car but Toussaint managed to back it out of the residence. The two men then began a fight that was broken up by a Palm Beach County sheriff’s deputy.

The arrest report states that a 16-year-old girl, whose relation to Toussaint is not stated, was inside the vehicle when it crashed into the house. The girl told deputies she asked Toussaint to let her out, but he refused, then pulled her back into the car when she tried to escape through a window.

Toussaint told deputies he was acting in self-defense.

Boca man faces DUI charges following crash that injured six

A Boca Raton man is facing several DUI charges following a November crash that left several people injured, including two seriously, according to an arrest report.

Michael Rubel was allegedly under the influence of substances that included the drug Ecstasy and alcohol when he slammed his Lexus into a Toyota Sequoia occupied by a driver and five passengers. The crash took place Nov. 28 at 2401 S. Federal Highway in Boca Raton.

Immediately after the crash, two Broward County Sheriff’s deputies responded and allegedly heard Rubel speaking on the phone and using an expletive to say he was intoxicated, the report said. Rubel, who had to be extricated from his vehicle, also allegedly told staff at Delray Medical Center that he had been drinking before the crash and had ingested drugs.

All six people in the Toyota sustained injuries, the report said. One of the passengers is the Toyota underwent surgery for a broken clavicle and another passenger sustained serious elbow and wrist injuries that required surgery.

The results of Rubel’s toxicology report are redacted in the arrest report submitted by Boca Raton police.

Rubel is facing four counts of DUI causing property damage, two counts of DUI causing serious bodily injury and one count of driving with a suspended license.

 

 

 

Boynton police: Old Navy employee pepper-sprayed trying to stop alleged thieves

Two Riviera Beach women are in the Palm Beach County Jail after they allegedly shoplifted items from an Old Navy store in Boynton Beach, then pepper-sprayed a sales associate who tried to stop them, according to an arrest report.

Naikishia Lamaria Williams is facing a charge of robbery with a weapon and failure to appear on a prior arrest. Williams is being held in lieu of $60,000 bail.

Zeaheaha Albury, Williams’ alleged accomplice, is facing a robbery with a weapon charge and is being held in lieu of $20,000 bail.

Williams and Albury entered the Old Navy at Congress Avenue and Old Boynton Road, just south of the Boynton Beach Mall, on Wednesday evening and selected 118 pieces of clothing totaling $1,770.98 before walking out the front door without paying for any of the items, the arrest report from Boynton Beach police said.

A sales associate tried to stop the women but was pepper-sprayed in the face by Albury, the report said. Williams, 22, and Albury, 30, then got into a car and fled. The sales associate was treated by Boynton Beach Fire Rescue.

“This is a case when you say, ‘I’m outraged,’ ” said Judge Joseph Marx during the women’s first appearance in court Thursday morning.

Shortly after the robbery, Boynton Beach police pulled over a 2003 Nissan on West Boynton Beach Boulevard near Interstate 95 that Williams was driving with Albury in the passenger seat. Merchandise taken from the Old Navy was in “plain view” inside the car, the report said.

The sales associate who was pepper-sprayed was brought to the location where Williams and Albury were being detained and positively identified them as the women who had stolen the clothing then sprayed her.

Because Williams’ vehicle was used during a felony, it’s subject to forfeiture, according to the report.

Court records show that Williams was on felony probation at the time of her arrest. She is scheduled to remain on probation through May 12, 2017, after she was found guilty of grand theft in Palm Beach County on Nov. 13.

 

 

 

 

 


Police: West Palm man 2 1/2 times over legal limit crashed into traffic sign

A West Palm Beach man whose blood alcohol level was allegedly more than 2 1/2 times the legal limit was arrested Sunday after he plowed into cones and a traffic sign on 45 Street, according to a police affidavit.

When West Palm Beach police showed up, they found a child in Michael Barnes’ vehicle.

Barnes is facing charges of DUI and aggravated child abuse. He was released from the Palm Beach County Jail after posting a $1,000 bond.

Asked by a DUI investigator if he was under the influence, Barnes said, “I don’t feel like I am.”

A toxicology report lists Barnes blood alcohol level at .217 and .216, far above the .08 legal threshold.

Barnes, 42, was traveling eastbound on 45th St. approaching Metrocentre Boulevard where “several traffic engineering vehicle[s] were in the intersection working on the traffic lights,” the report said.

Barnes ran over several cones blocking the right lane and then hit a sign board with a flashing arrow, the report said.

The arrest report does not indicate the age of the child or the relationship to Barnes.

Barnes admitted to police that he had been drinking and consumed two glasses of cognac, the report said.

A Lake Worth man wanted for punching a fellow inmate at the Palm Beach County Jail was arrested Saturday after he was detained for riding his bike at night without a working light, according to a police report.

When Logino Roman Cruz was stopped by a Palm Beach County Sheriff’s deputy, he allegedly said: “When you run my name, I’m gonna have a warrant.”

Cruz had an active warrant for felony battery for the incident at the jail on Nov. 5. He is facing charges of battery on a detained person and marijuana possession. Cruz is being held in lieu of $5,001 bail.

Cruz allegedly punched an inmate in the jail’s West Detention facility in November after he was accused of stealing cookies from the kitchen, according to an arrest report.

Cruz told an investigator that he was talking to a kitchen employee about being written up for stealing cookies when he heard the inmate laugh. Witnesses said Cruz then punched the man in the face, the report said.

Records show that Cruz was sentenced to eight months in jail after he was found guilty of auto theft in May. Cruz served nearly seventh months at the Palm Beach County Jail before he was released Nov. 29.

Cruz, 29, was stopped around 2 a.m. Saturday on the 800 block of South J Street in Lake Worth while riding his bike. A deputy found a folding knife in his waistband and marijuana in his right sock, the report said.

A suburban Boynton Beach man remained in the Palm Beach County Jail late Wednesday after he allegedly sexually assaulted a 14-year-old girl, according to an arrest report.

The girl drank alcohol and smoked marijuana with the man and two others before she was assaulted inside a car in the Lake Charleston development west of Lantana, the report said.

Denis Dalvin Rosales is facing a charge of sexual assault and is being held in lieu of $10,000 bail.

The alleged assault took place in January. The girl told a Palm Beach County sheriff’s detective that she snuck out of her house and met up with a female friend. The two girls then went for a ride in Rosales’ car along with an another unidentified male, the report said.

After driving around, the group entered Lake Charleston, a community at Hypoluxo and Jog roads. The girl, who told the detective she was in and out of consciousness, was left alone with Rosales, the report said.

Rosales told the detective he kissed the girl but denied going any further by saying the backseat was too cramped to have sex, the report said.

With authorities listening in, the girl phoned Rosales, 22, on Feb. 9. During the call, Rosales told the girl, “I messed up,” and said that if police became involved, he could get “fifty years for something like this,” the report said.

Rosales told the girl he thought she was 16.

A man is being held at the Palm Beach County Jail without bond after he was allegedly involved in a drug deal that went bad and ended in a shooting, according to an arrest report.

Patrick Leles Fernandez is facing charges of aggravated battery with a firearm and robbery with a firearm.

Fernandez and a second unidentified man allegedly tried to steal 2 pounds of marijuana from the shooting victim and his brother April 6 in Delray Beach, according to the police report.

One of the victims said he arranged for a meeting at his home on the 600 block of Avocet Road to sell the marijuana for $2,000 to Fernandes, the report said.

As the sale was about to take place, a black male who identified himself as “Psycho” came from behind Fernandes’ truck armed with a gun. Fernandes grabbed the marijuana and got into the truck’s driver’s seat while the black male jumped into the passenger seat.

The brother of the robbery victim ran after the truck as it left the scene and was shot, the report said. The man who was shot underwent surgery and is expected to lose two or three fingers, police said.

 

DNA on woman’s fingernails leads to arrest of Greenacres-area man

A Greenacres-area man is being held without bond after he allegedly choked a woman until she was unconscious, then stole her purse, according to an arrest report.

Hilberto Cedillo is facing a charge of robbery and is being held at the Palm Beach County Jail.

The alleged robbery took place on March 31, 2015, at the Casa Del Monte Mobile Home Park on Forest Hill Boulevard and Jog Road, just east of the city limits.

A 20-year-old woman told Palm Beach County sheriff’s deputies she was robbed following an argument with her boyfriend at his home. The woman said her boyfriend ran out of the residence and she chased after him. The woman lost sight of her boyfriend, then realized she was lost, the report said.

The victim noticed that Cedillo was smoking a cigarette and staring at her, the report said. As the woman tried to walk back to her boyfriend’s residence, Cedillo allegedly grabbed her from behind and put her in a choke hold, the report said.

The woman said she lost consciousness for 4 to 10 seconds, but not before she managed to scratch her attacker’s arm, the report said. After regaining consciousness, the woman realized her wrist purse had been stolen.

The victim’s fingernails were clipped in order to test for the suspect’s DNA. PBSO’s Forensic Biology Unit matched the DNA found on the fingernails to Cedillo, the report said.

On April 13, a warrant was obtained to get Cedillo’s DNA, the report said.

Records show that Cedillo has been arrested at least 19 times in Palm Beach County since 1997. Cedillo served more than five years in prison after being convicted in June 2007 of carjacking, felony battery, battery on a law-enforcement officer and resisting an officer with violence.

Lake Worth man arrested in alleged home invasion

A 19-year-old man was arrested after he allegedly invaded a Lake Worth home , according to an arrest report.

Zachary Deyo is facing a charge of home invasion with a weapon and is being held in the Palm Beach County Jail in lieu of $75,000 bond.

Deyo was with three other people Monday when they allegedly hopped a fence at a home on the 7200 block of Nautica Way and forced their way inside by threatening a 15-year-old boy with a taser, the report said.

The victim told Palm Beach County deputies that he was doing homework with a friend when he heard the four intruders jumping over a fence into his backyard. While the resident was being held with the Taser to his head, Deyo and another man allegedly walked into the home and stole several items. The men also allegedly broke into a safe and took $7,000, the report said.

The resident and his friend told deputies they knew the alleged home invaders from school and could identify them, the report said.

Deyo allegedly admitted to breaking into the home and taking several items, including a speaker, marijuana and bongs, according to the report.

A second man who has not been arrested admitted to deputies he brandished the Taser during the home invasion. The second man will also face a charge of home invasion with a weapon once he is arrested, the PBSO said. The arrest report does not detail what charges the other two men who accompanied Deyo during the home invasion will face.

 

Delray police: Man just out of prison facing robbery charge

A Delray Beach man released from prison just over two weeks ago is back behind bars after he allegedly robbed a man, then hit him with a baseball bat, according to an arrest report.

Derrick Lamar Darby is facing a charge of robbery with a weapon and is being held in the Palm Beach County Jail without bond.

A man told Delray Beach police April 14 that he was in a store at 2200 Lake Ida Road, just west of Congress Avenue, when Darby, 36, approached him asking for money, the report said. The man handed a few dollars to Darby, who reacted by allegedly snatching the rest of the money the man was holding.

A fight ensued between the two men before Darby grabbed a bat and swung it at the victim’s head, the report said. The victim managed to block the bat with his arm.

A witness approached police and told him he saw the attack. The witness said he had spent time with Darby in prison and identified him as the assailant, the report said. A surveillance video backed up the victim and witness, according to the report.

Darby has a long arrest history in Palm Beach County and has served four stints in prison, court records show. Darby most recently was sentenced to 18 months in prison after he was convicted on several charges including sudden snatching and cocaine possession. He was released on April 9, five days before the alleged robbery.

 


Lake Worth man allegedly flees FWC officer, sinks vehicle in pond

A Lake Worth man was arrested early Sunday after he allegedly fled from a Florida Fish and Wildlife Conservation Commission officer then drove his car into a pond, according to an FWC report.

Kevin Robert Oscarson is facing charges of fleeing and eluding police, resisting an officer without violence, resisting or interfering with a wildlife officer and possession of liquor by a person under 21. Oscarson, 18, was released from the Palm Beach County Jail Sunday on his own recognizance.

A FWC officer approached Oscarson in the J.W. Corbett Wildlife Management Area late Saturday night seeking to inspect the man’s daily use permit, the report said. Oscarson was standing outside of his Ford Ranger, but jumped in the vehicle and left the scene despite being ordered to stop by the officer.

The vehicle was found “minutes later” unoccupied and sunk in a pond, the report said. Oscarson was found hiding in the woods a short time later and arrested. The report said officers were able to track Oscarson by following his footprints.

 

 

West Palm police: Riviera man carjacks woman, crashes vehicle before arrest

A Riviera Beach man is being held without bond at the Palm Beach County Jail after he allegedly stole a car at gunpoint, then crashed the vehicle following a high-speed pursuit, according to an arrest report.

Ricky Bannister is facing a long list of charges including armed car-jacking, aggravated battery with a weapon, leaving the scene of a crash and aggravated fleeing.

Bannister, allegedly armed with a handgun, and a second man forced a woman out of her car and stole it late Monday in a neighborhood near 45th Street and Military Trail, the report said.

The carjacking happened at about 9:15 p.m. The woman told police two men approached her and one put a gun to her forehead while demanding her valuables. The men then forced her from her Mazda and fled in the vehicle.

The woman was not hurt, according to West Palm Beach police. The total value of the Mazda and its contents was more than $17,000, the report said.

Bannister, 18, tried to run into a Burger King, but the restaurant was closed, the report said. Two West Palm Beach police officers drew their weapons, but Bannister ran into a wooded area.

Bannister refused to give a statement to police.

Records show that Bannister was already awaiting trial on charges of carrying a concealed weapon and possession of marijuana of 20 grams or less. Bannister plead not guilty to those charges March 17.

A Pompano Beach man, who is allegedly a member of a notorious motorcycle club, was arrested Friday after he punched a woman in the face, according to an arrest report.

Timothy Defer is facing a charge of burglary with assault or battery. Defer was released from the Palm Beach County Jail on Saturday after posting a $20,000 bond.

Defer allegedly punched a woman outside the clubhouse of the Black Pistons Motorcycle Club on the 3600 block of E. Industrial Way in an unincorporated pocket of Riviera Beach.

According to the website outlawbikergangs.com, the Black Pistons are a support group for the much larger Outlaws Motorcycle Club and engage in  “criminal activity, especially for the transportation and distribution of drugs. Members of the Black Pistons are also known to engage in assault, extortion, fraud, intimidation and theft.”

The woman told Palm Beach County sheriff’s deputies she was punched April 9 while attempting to drop off the belongings of an ex-boyfriend, who is also affiliated with the motorcycle club and known as “Animal.”

Defer allegedly came out of the clubhouse and told the woman to “get out of here” before punching her in the mouth, the report said. The woman sustained two lacerations to her mouth.

The woman told deputies that Defer is president of the motorcycle club and that she was going to be in trouble because she reported the incident. The woman added she was afraid for her life and those of family members, the report said.

“Animal” spoke to a deputy by phone and said he warned the woman to leave when she arrived at the clubhouse because “you do not want to mess around in this world or you will get hurt,” the report said.

When the woman did not leave, Defer punched her in the mouth, according to “Animal.” When “Animal” was asked if he would provide a sworn statement, he “chuckled” and said he would not, according to the report.

 

 

 

 

PBSO: Sexual advance lands Royal Palm men in jail, one in hospital

A Royal Palm Beach man remained in the Palm Beach County Jail late Tuesday after he allegedly used a baseball bat to attack another man whom he accused of sleeping with his girlfriend, according to an arrest report.

 

Dwayne Daley is facing charges of aggravated battery causing disability or injury and false imprisonment after his arrest Monday. He is being held in lieu of $53,000 bail.

Calvin Tucker, also of Royal Palm Beach and Daley’s cousin, was arrested Friday for his involvement in the alleged beating. Tucker is also facing charges of aggravated battery and false imprisonment and was released from jail Saturday after posting a $27,000 bond.

The victim sustained a fractured right tibia and a fractured left leg, as well as swelling and lacerations to his face and both legs during the attack, which took place May 7. The report states that the man will require surgery for his injuries.

The man told Palm Beach County sheriff’s deputies that he went to Daley’s house but that it was Daley’s girlfriend who made a sexual advance, which he turned down, the report said.

 

Daley told deputies that the victim had attempted to “rape” his girlfriend.

Tucker allegedly punched the man in the face, according to the report.

Asked about using the baseball bat, the report states that Daley responded: “He (is) lucky what I gave him was enough, ’cause at the end of the day, that’s disrespectful towards my family.”

 

 

 

Boca police nab alleged car burglar at dog park

A Fort Lauderdale man suspected of being involved in car break-ins at a Boca Raton dog park is being held at the Palm Beach County Jail.

Shaquille Keshaun Rouse is facing six counts of grand theft between $300 and $5,000 and one count each of larceny of a credit card, loitering or prowling, marijuana possession, possession of drug equipment, possession of burglary tools and driving with a suspended license. Rouse is being held in lieu of $31,500 bail.

Boca Raton police were conducting surveillance Tuesday at Mizner Dog Park at 751 Banyan Trail because of several recent car burglaries, according to an arrest report. Window punches were used in several of the burglaries that took place mostly around lunch time, police said.

Rouse drew suspicion Tuesday afternoon when he pulled into the park and remained in his car. Rouse did not have a dog in his vehicle and changed parking spots for no apparent reason, the report said.

Rouse left the park but was stopped by police after allegedly committing a traffic infraction.

After police smelled marijuana coming from Rouse’s car, he was asked to step out and was searched. During the search, a window punch was found in his shoe.

Police also found several stolen items inside the car including gift cards, foreign currency, a cell phone and jewelry, the report said.
